Southern California Edison (SCE) and Southern California Gas Company (SoCalGas®) offer Energy Upgrade California® Home Upgrade as an easy and attractive upgrade solution for homeowners.

Home Upgrade includes a points-based selection of home energy efficiency improvements. The program promotes home improvement based on building science best practices, while allowing customers to select additional measures based on their needs.


Homeowners who participate in Home Upgrade can enjoy incentives that help increase comfort and create a health income.

Home Upgrade Requirements


Home built prior to 2001


Minimum of three measures


Installment of a thermostatic control valve, unless a tankless water heater is the source for hot water distribution


Installation of a carbon monoxide detector


Existing wall furnace, central heating or central heating and cooling system


Minimum of 100 points required

Pre-Retrofit Submittal

  • Building leakage testing
  • Duct leakage testing (optional)

Quality Control

  • No pre-retrofit verification
  • Tiered post-retrofit verification

  • For projects located within LA County, please submit through The Energy Network

Energy Upgrade California® Home Upgrade provides assistance and incentives for home improvement projects that can reduce energy use and make homes more comfortable. This statewide program is managed locally by utilities and regional energy networks and directed by the California Public Utility Commission in collaboration with the California Energy Commission. Funding comes from investor-owned utility customers under the auspices of the California Public Utilities Commission. Rebates and incentives are offered on a first-come, first-served basis and are effective until funding is expended or the program is discontinued.
